In a surprise for observers, two Strela-3 store-und-dump comsats were launched by Rockot for the first time.
In 1997, first Araks spacecraft known as Kosmos 2344 was launched under shroud of secrecy. For the second spacecraft of the type, launch date was announced and joint military and civilian use is declared.
