Current article analyzes particularities of lobbying models' evolution and functioning in the world. Analyzed models show that development and regulation of the institution of lobbying depend on traditions of political relations. Although international experience of incorporating the lobbying regulation norms is accompanied by difficulties, it is essential for more transparency of policy making and must be closely examined in Russia.
