of the Higher School establishments of Russian Federation and People's
Republic of China rectors' forum


"The role of international cooperation in the Higher Education Quality
Increase"

We, the participants of the Higher School establishments of the Russian
Federation and People's Republic of China rectors' forum, held in Moscow
Lomonosov State University at September 06-07, 2007,

based upon the understanding of:

. the noble mission of education, which opens the new wide horizons of
Russia's and China's development;

. the magnitude of efforts of scientific-educational community of our
countries in the way of the Higher Education quality increase;

. the priority of the Higher Education establishments as knowledge and
intellect collectors, as integrators of innovation way of national
economics development, based upon knowledge and intellect;

. the magnitude of forming of effective innovation systems and
realization of joint projects in "high-tech" area;

. the necessity of forming of common scientific-educational milieu, as
one the most important condition of our nations' more close relations,
mutual enrichment of our national cultures, energization of
humanitarian partnership;

. understanding our responsibility for preservation and augmenting of
knowledge and intellectual resources, which are the base for socio-
economic progress and moral development of civilization.

DECLARE of our unanimous striving for creation of mutual scientific-
educational and humanitarian milieu of Russia and China by assistance to:

. wide-scale innovation educational programs, including modern extra-
mural forms of education;

. joint fundamental researches in advanced science, including
nanotechnologies and space exploration;

. holding the international Olympiads for schoolchildren as an effective
tool for search and support of the youth with high creative abilities
and aspirations;

. measures, conducted in the context of The Year of the Russian Language
in China in 2008 and The Year of the Chinese Language in Russia in
2009;

. development of Confucius Institute in Russia and establishing the
similar structure of Lomonosov Institute in China, as centers of
spreading of national languages and cultures;

. founding the interstate University with participation of Shanghai
Cooperation Organization member-states;
. development of network of Russian higher education institutions
branches in China and Chinese higher education institutions branches
in Russia;

. holding Russian-Chinese science festivals;

. holding Russian-Chinese festivals of students' creative work;

. practice of interstate exchange of high school lecturers of Russia and
China;

. practice of interstate exchange of students and post-graduates and
creation for the purpose an interstate Russian-Chinese fund;

. development of Russian-Chinese institutions for post-graduates and
widening the practice of their mutual guidance;

. reciprocal recognition of higher education certificates of Russia and
China;

. development of effective partnership system between educational and
business communities, paying special attention to the multi-channel
financing of higher school institutions, development of education
credit system, and labor market monitoring to determine the needs of
national economics in qualified specialists;

. coordination of above-mentioned directions of work by forming
institutional structures, based upon the existing educational and
academic unions and associations, as well as public scientific-
pedagogical organizations of Russia and China.

We consider that our noble mission is conserve and develop Education and
Science as the supreme values of Individual and Society and we are ready to
contribute to the utmost for the achievement of the declared goals.
