DEAR COLLEAGUES!

I congratulate you and all the collectives of your institutes of higher
education on Knowledge Day and the beginning of the 2006/2007 new academic
year.

The significant event in 2006 is the VIII Congress of Russian Rectors'
Union which was dedicated to the issues of availability, quality and
competitiveness of higher education in Russia.

The President of the Russian Federation in his speech at the Congress has
designated the priority measures facing to the rectors community and
directed to the revival of the prestige of Russian Education as the most
important resource of intellectual, mental and moral potential development
of the nation, directed to the increasing of human resources and innovation
efficiency of the Higher School to achieve the sustainable economic growth
of the State in the long term, to make the State competitive in the system
of international division of labor.

Russian Rectors' Union in co-operation with governmental, public and
business society will take all the appropriate steps to resolve the tasks
designated by the President of the Russian Federation.

During the coming academic year we will have to join every effort of the
rectors corps to realize the national priority "Education" project, to
provide innovation development on the basis of "knowledge triangle"
(education, research, innovation) elements integration, to present the
conditions for reproduction of scientific and pedagogical staff, to form
the effective partnership concepts between the educational and business
community, to proceed with the activities on the development and
optimization of the legal base structure in the field of education and
science by working out and adoption of Education Code of the Russian
Federation, legislative setting of pedagogical worker status.



Dear Colleagues!

Let me express my sincere gratitude for your persistent service for the
sake of the Russian Education and Science, for your lofty civil position
and liability on the fortune of our children and grandchildren, for the
future of Russia!
