Memorandum of Understanding between Russian Rectors' Union and French Conference of University Presidents

Today's global space is characterised by active change in economic, technological and humanitarian grounds, due to which the world community faces the task of adaptation to new realities. One of the most important instruments of such adaptation is education, because it brings to citizens the philosophical foundations of undergoing changes and promotes t he formation of a new generation of young people, whose professional skills and competencies will help manage global innovations for the benefit of the state, society and the Man. Russia and France have contributed significantly to scientific and research progress and cultural development of mankind. The experience of Russia and France in creating an environment for upbringing of creative thinking of individuals, promoting the greatness of their countries and the world in general, is seen as extremely successful. This is the reason for the international academic community to be closely monitoring today the reform, which is taking place in the educational systems of Russia and France, believing that the outcome of these changes will create new opportunities to strengthen the intellectual capacity and adapt to new economic and technological trends for a large number of countries. This means that the results of education reforms in Russia and France are in many ways linked by the international academic community to the formation of a new global education policy and the formation of strategic principles of operation of global educational environment. This imposes special responsibility on university corporations of the two countries and encourages them to seek new tools of development, many of which can be developed on the basis of synergy of Russian and French academic experience. Acknowledging the high mission of education and research in the formation of the image of the humanity in the XXI century, as well as a great responsibility towards their citizens and states, the rector community in Russia and France represented by Russian


Rectors' Union (RRU) on the one hand and French Conference of University Presidents (CPU) on the other hand, declare their intention to develop active bilateral cooperation for the purposes of enhancement of higher education and scientific research, in particular, strengthening their innovative potential. The parties in their high meeting on October 7-8, 2010 held in the capital of the Russian Federation, Moscow agreed to implement partnership in the following areas: 1. Analysis of possible evaluation of higher school institutions and research and development institutions: analysis of values and quality of education. Exchange of information and best practices regarding evaluation principles and methods. 2. Support for fundamental education and science as the basis of intellectual competitiveness in the XXI century. Implementation of research projects in strategic areas of science intended at leadership in next generation technologies. 3. Creation of free Russian-French academic environment. Promotion of academic mobility of students of higher school institutions of both countries. Improvement of academic dialogue on the level of inter-university collaboration. Creation of a network of bilateral cooperation, including with the support of Rossotrudnichestvo. 4. Improvement of Bologna Process in European education, adaptation of the provisions of Bologna Declaration to the terms of national educational systems. 5. Creation of common information space in scientific and educational environment. Promotion of creation of joint educational online resources, joint publication of the best research works of Russian and French scientists in research magazines of the two countries. Organisation of joint scientific seminars and conferences on current issues of academic agenda. The Russia Rectors' Union of and the French Conference of University Presidents are confident that these areas of cooperation will strengthen the potential of universities of both countries and will improve the competitiveness of their educational systems in the global innovation environment.


At the same time, the cooperation between the RRU and the CPU will allow maintaining and continuing the tradition of national education systems in Russia and France, will strengthen their profound vocation towards humanitarian values and will demonstrate a high example of academic principles of mutual respect to future generations.
