Dear Sergey Shakin: Per mit me to comment on the accusations br ought against Academician Nekipelov, which I read on the site of Polit.ru. In the first place, it is clear that the editors, having r equested an "academic" r eview of the Nekipelov book, have stretched and abused the comments by Professor Sonin. Professor Sonin does not like the book, as is his privilege. But he acknowledges plainly that ther e is no case for a charge of plagiarism: the mathematical expressions taken from other sources are carefully cited, as any reader can see. As for the thr ee graphs, Academician Nekipelov correctly points out that they are "canonical" -widely used in practically all textbooks without citation to the origina l sources.

From this it is clear that the loose talk of plagiarism in the lea d of the article is inappropriate. The other matters -- for instance whether ther e is too much citation for a monograph -- are entir ely subjective, matters basically of academic taste. I have known Academician Nekipelov for many years. He possesses a scrupulous intellect, a careful approach to theor etica l matters as well as to matters of fact, and gr eat integrity, which I have observed personally in all of our conversations, correspondence and exchange of professiona l material. The sort of academic dishonesty insinuated -- but not actually alleged -- in the articles to which you call my attention is completely outside of his character.
