Development and progress are main objectives of any state. There is a set of methods and means for achievement of these purposes. Introduction of new and advanced computer technologies in many spheres, of economy is an the important means of development of the country and increases the standards of living of citizens. Today the sector of informationcommunication technologies (ICT) on speed of development take the second place after energy sphere in national economy of Azerbaijan. Annual growth of incomes on the given sector has reached 30-35%. In the future, within 2018-2020 excess of incomes (ICT) of sector over level of energy sphere is predicted. The main objective of the Information society is a formation, on the basis of a modern information technology, resources for satisfaction of requirements of a society in any reception of the information. In our country the creation of the Information Society (IS) is one of the basic priorities of a state policy. The primary goals of the Information society are creation of legal bases of the society, i.e. the right of citizens to reception, distribution and using of the information formation of the electronic state, electronic trade, creation of a uniform national information field and maintenance of its safety. The information society forms new rind of economy based on knowledge and the information, being the highest form of the goods. Numerous laws on the information, information and its protection have been adopted over the last 10 years. Laws regulate the relations evolving gathering, processing, storage, search and information distribution. Laws define the rights of the people participating in processes of informating. Construction of the legal state, the introduction into the world information society, creation of the electronic government - these are the basic requirements of the modern state. Today the great attention is given to problems on maintenance prioriety spheres (ICT) in science and education. Within the state program for 2008-2012 works on creation of an educational network (AZEDUNET), the Information and Resource centre, educational portal Edu.az are conducted.
