MEMORANDUM OF UNDERSTANDING BETWEEN THE FACULTY of FUNDUMENTAL MEDICINE at
the M.V. LOMONOSOV MOSCOW STATE UNIVERSITY ("MSU FFM"), RUSSIAN FEDERATION
and the Institute for Cardiovascular Research at the State University of
New York, UPSTATE MEDICAL UNIVERSITY, in Syracuse, ny, US ("SUNY ICR")

| In accordance with the Agreement for scholarly and academic |
|collaboration between the State University of New York and the M.V. |
|Lomonosov Moscow State University, the Faculty of Fundamental Medicine |
|at Moscow State University and the Institute for Cardiovascular Research|
|at the SUNY Upstate Medical University, have agreed upon the following: |

|Development of a dual degree or similar programs; |
|Faculty and researcher exchanges; |
|Student exchanges; |
|Sharing of educational materials, publications and information. |

| |
|Clause 1. The development of dual degree or similar programs |
| |
|MSU FFM and SUNY ICR have expressed interest in jointly developing a |
|dual degree or similar program granting students two university degrees |
|(MSU and SUNY). |
| |
|Within the framework of the given program the parties agree to: |
|Choose concentrations and specialties, and match curricula in chosen |
|concentrations; |
|Define responsibilities for both parties in educational and |
|administrative procedures connected with the program and its |
|supervision; |
|Define academic, administrative and other requirements to be met by |
|students to qualify for both MSU and SUNY degrees; |
|Formalize the details of particular programs as an Appendix to the |
|present Memorandum. |
|Clause 2. Faculty and researcher exchanges |
| MSU FFM and SUNY ICR express joint interest in exchanging faculty |
|members and researchers. |
| Exchanges can pursue the following objectives: |
|Joint biomedical research projects |
|Exchange of postdoctoral research fellows |
|Lectures, courses, and seminars; |
|Professional development; |
|Joint development of new teaching methods; |
|The education of students in dual degree or similar programs; |
|Collaborative scholarly articles and reviews; |
|Participation in conferences |

|2.3 The terms and conditions of faculty exchanges as well as the |
|obligations of both universities shall be agreed upon in a timely manner|
|in written form. |
| |
|Clause 3. Student exchanges |
| MSU FFM and SUNY ICR express joint interest in exchanging students. |
|The terms and conditions of student exchanges as well as the obligations|
|of both universities shall be agreed upon in a timely manner in written |
|form. |
| |
|Clause 4. The sharing of educational materials, publications and |
|information. |
|4.1 MSU FFM and SUNY ICR express joint interest in sharing educational |
|materials, publications and information. |
|Clause 5. Memorandum of Co-operation Period |
|5.1 The present Memorandum of Co-operation inures from the moment of |
|signing and operates within 3 years. Upon expiration of the term of |
|action, the Memorandum can be extended for an additional three years |
|upon written request by both parties. |
