Monitoring the Quality of Health Care Organizations: A Methodological Comment

One of the most important current problems in health management is the development of methods for medical care quality control. Both the health care authorities, the general public and organizers and participants of the procurements need to assess the quality of health care services. This problem is even more acute in connection with the practical steps that have been taken in Russia to reform the health care system. Monitoring and evaluation of the quality allows to improve accountability and control of medical organizations. This article discusses the basic concepts and models of quality assessment, principles and methodological approaches tothe formation of medical organizations ratings and of monitoring their activities.
