The article is devoted to the problem of Turkish administration in the Slavic-Turkish region: Bosnia, Herzegovina and Old Serbia. Using the materials collected by the first Russian consul in Sarajevo A.F. Gilferding, the author reconstructs the system of Turkish government in provincial areas in the 19th century. In the centre of author’s attention is the problem of practical workings of this system. Remoteness of Bosnian pashaluk, mixed religious composition of population and apathism of local officials were the main reasons for decentralization in the region.
