Senior researcher, Institute for Applied Economic Research, Russian Presidential Academy of National Economy and Public Administration under the President of the Russian Federation, Moscow, Russian Federation. In recent years, Russia has implemented a procedure for Regulatory Impact Assessment (RIA); RIA has already been implemented at the federal level and in 78 Russian regions. However, in practice this procedure is only a formality. Comparative analysis of domestic and foreign practices of RIA conducted by the author demonstrates the systemic nature of RIA problems in Russia. Some measures to improve the situation are suggested.
