Regulatory Impact Assessment in Russia and Elsewhere in the World: One Thing in Common and Seven Differences

In recent years, Russia has implemented a procedure for Regulatory Impact Assessment (RIA); RIA has already been implemented at the federal level and in 78 Russian regions. However, in practice this procedure is only a formality. Comparative analysis of domestic and foreign practices of RIA conducted by the author demonstrates the systemic nature of RIA problems in Russia. Some measures to improve the situation are suggested.
