The article is devoted to one previously unknown episode of activity of the secret services of the Russian Empire during the First World War: an attempt of the military counter-intelligence to establish a permanent bureau in Bucharest, a capital of then-neutral Romania, in the summer of 1915. The author analyzes reasons for the failure of that enterprise, a large complex of problems in the organization of Russian secret services of that period and in cooperation between different institutions of the empire.
