Modern Instruments of Human Resources Management in Russian Civil Service

The article analyzes the current transformations in the human resources management system of the Russian civil service. The main attention is paid to the changes in the human resource (HR) management methods and tools in line with modern requirements for Russian civil service. The authors identify and discuss in details the innovations in HR policies and HR procedures, as well as the main features of the «best HR practices» of 2013 in the Russian civil service.
