This article is dedicated to the celebration of the 20th anniversary of the School of Public Administration of Lomonosov Moscow State University. The faculty was created in the middle of the last decade of previous century. At this time, the new Russian state was emerging, its democratic political system and market economy developed. The crisis which the country survived in the 90s was a serious challenge, but it also presented a number of opportunities for professional growth, expansion, progress. School of Public Administration was created to explore those opportunities.
