Independent Expertise Resources in Administrative Decision-making: Problems and Solutions

The article is devoted to organization and carrying out of expertise as a part of governmental control and supervising functions. The crucial idea of this article is the importance of risk-oriented approach to the expertise process. The author proposes various options for expertise process depending on the type of control and supervision activity. In conclusion of the article the author describes different practices of experts involvement in Russian politics, points out the existing problems in this sphere and offers possible solutions.
