The Role of US-linked NGOs in Information Warfare in Ukraine during the Political Crisis of 2014

The article focuses on the problems of participation of American nongovernmental organizations (NGOs) in information warfare in Ukraine since the “revolutionary” events of Euromaidan in November 2013 up to the middle of June 2014, when the civil war erupted in the country. The author presents an analysis of a wide range of US documents and doctrines, related to the issues of information operations. The real examples of how American NGOs affect Ukrainian information environment, organize information operations, create networks of loyal journalists are provided in this article. The author concludes that NGOs are important “players” on the “information battlefield” and activities of NGOs should be accurately studied by professionals in strategic communication and information warfare.
