The article concentrates on the research of constituent elements of the competence-based approach and contains a detailed description of the structure and mechanism of formation of competence. The authors focus on characterizing the key possibilities of application of the competency approach in various areas of HR management in the civil services of the Russian Federation: recruiting, training, career development and professional growth, performance management.
