The Development of Regions' Cooperation in Modern Russia

The author makes a review of the development of regions’ cooperation in Russia after the collapse of the Soviet Union. The development of regions’ cooperation in modern Russia has begun with the creation of economic cooperation Associations of the regions of the Russian Federation. After the year 2000 the coordinating role of many of these Associations was reduced. As a result, goals and practical tasks of some of the Associations were changed. So, the idea is now to concentrate not on the regions’ team-work to achieve the socio-economic prosperity of the regions that are joining the Associations, but on building a dialog between the authorities, the business and public organizations to create and perfect economic, legal and organizational means for the implementation of development plans. Presently the best example of inter-regional cooperation, aside from the aforementioned associations, is the cross-border cooperation achieved by the implementation of various programs. The interregional and cross-border cooperation focuses mostly on the exchange of experience between more successful regions and their less fortunate neighbors.
