A Model for the Evaluation of the Efficiency of Public Administration's Management of the Internal Troops in the State of Emergency

Emergencies lead to the decrease in protect ability of the individual’s and the society’s most vital interests due to the increase in both preexisting and potentially possible dangers to the normal way of life. To prevent this in case such an emergency the whole country or parts of it may go to the legal state of emergency.
When the state of emergency is implemented due to the socio-political emergencies, the government’s primary concerns should be maintaining public order, assuring the safety of the citizens, their rights and freedoms. Effective control over the state military is vital in the state of emergency, since it allows to quickly confront the destabilizing elements, ensure public safety and return to the normal functioning of the society. The importance of military management validates the necessity of developing a model for its evaluation. The article proposes a model for the evaluation of the effectiveness of military management in the state of emergency.
