Economic Analyses of Moscow Traffic Jams

Modern economic science says that transportation problems have a common root — market distortions that result in excessive automobile use. The article concentrates on using externality theory to address the practical problems of urban transport regulation. The author shows the necessity of internalization of road transport externalities. The strategy of urban sustainable transport includes: 1) establishing vehicle emission standards (technical measures involving vehicle and fuels); 2) transport demand management. Estimates of road transport externalities in Moscow are presented. Instruments of road transport regulation (road tolls, congestion pricing, cordon tolls, vehicle use fees, fuel fees) are analyzed in the context of their use in Moscow. Results of survey research of various expert groups (“drivers”, ecologists and specialists) are presented and discussed in the context of the transport policy in Moscow.
