The complexification of social and techоlogical systems dictates the need for the training of managers, capable of taking action. The method of instruction on the basis of dynamic models is acknowledged as the most effective method of instruction in administrative actions. The module developed by the author occupies 36 lecture-room academic hours, 22 hours of independent work and 12 hours of contact encounters and covers a number of base courses. The understanding of the skill of control consists of joining of theoretical knowledge and experience obtained by trainee. The practicum includes more than thirty simulation models and business games. The new educational task includes the mastery of the experience of control and the criteria of evaluation of competence in accordance with the complexity of control systems.
