Government Regulation of Alcohol Production and Turnover: Key Features and Issues

Government regulation has essential impact on the market relations between members of different industries. Activity of the enterprises in the alcoholic market deserves special attention, both owing to specificity of a product, and in connection with the high income from its taxation. Experience shows that some forms of control: restrictions, or in some cases an all-out ban on production and consumption of alcohol have existed throughout most of the history. The Russian market isn’t an exception. In this article the main features of government regulation of production and a turnover of alcoholic products are examined. The key point in the strengthening of government’s control over the production of alcohol was the development of the automated UFAIS system. The difficulties which accompanied the system’s introduction and day-to-day functioning are still relevant.
