The research of political decision-making process in the country is aimed at studying global, state and sub-state level of analysis with the relevant determinants, defining the specificity of each of them. In this paper, an attempt is made to combine these levels in a general theoretical model based on the methodology of neoclassical realism, as well as to reveal the inner complexity of the action of each of the determinants of the political decision-making process. As a result of the analysis of the determinants, the political decision-making process is presented as a multi-level and complex phenomenon, a process of constant social cohesion and mobilization. Domestic and foreign policy carried out on this basis is a result of the perception and assessment of the threats and opportunities by the political leaders, emanating from both the international, and from the sub-state environment.
