Management in Cross-Cultural Relations: Restorative Approach vs Symbolic Manipulation

The article examines the distinctive features of modern management of cross-cultural relations. The author studies the ethno-political discourse and symbolic resources used by the authorities in formation of civic identity and in strengthening of the unified Russian nation. It is concluded that in the formation of “we — image” in Russia the simulation models, based on target-oriented approach, already proven ineffective, are used. Based on the analysis of the regional experience in the implementation of program-oriented approach in one of the subjects of the Russian Federation — the Orenburg region — the author formulates the prognostic assumptions regarding the expected results of the implementation of the government program “Strengthening of the unity of the Russian nation and the ethnic and cultural development of the peoples of Russia (2014–2020 years)”.
