The article analyzes the results of monitoring of municipalities efficiency in Volgograd region in 2009–2011. The authors estimate the efficiency of local governments using the existing system of indicators, and point out the shortcomings of this system of indicators. The authors propose using the “City Product” evaluation technique as the quantitative indicator of a city’s economic development relative to the national development level. The authors test the proposed methodology analyzing the municipalities of Volgograd region.
