In the modern conditions of social development there is an urgent need for greater attention to children in a state. Therefore, the actual problem is the study of the formation and implementation of state child protection policy. In this paper the scientific and methodological approaches to the understanding of the concept of “public policy”, the concept of “child care”, “public policy in the field of child protection” are proposed. It is concluded that the object of public policy in the protection of children is a complex, dynamic, self-regulating system “children — family — society”, which has two subsystems: “children — family” and “children — society”, the central component of which are children. At the present stage of development, regional child protection policy is particularly important.
