Regulatory impact assessment: regional experience of implementation

The procedure of regulatory impact assessment (RIA) has been actively used in the rulemaking process by OECD countries for nearly 30 years. In Russia, it’s development began only in 2010, since 2012 has spread to the regions. The article examines the issues of RIA implementation in the subjects of RIA institutionalization in Russian conditions. Based on the findings of a pilot experiment of RIA introduction in Moscow City Government recommendations of RIA implementation at the regional level are suggested.
