Methodological approaches to the formation of a system of financial indicators of social protection in Ukraine

Social security is a necessary element of any developed society. Given the financial crisis the country is undergoing today, it is important to optimize the social security financial support and objectively evaluate its current condition. There are no common approaches to the formation of financial indicators of financial support of social protection. The author develops an algorithm for constructing and implementing the indicators for evaluation of effectiveness of financial support of social protection that consists of 5 steps: 1) planning indicators; 2) introduction of indicators; 3) calculation of indicators; 4) analyzing and using indicators; 5) adjustment of indicators. The author proposes a three-tier system of evaluation using the indicators of costs, product, effectiveness and quality which allows to rank social programs in priority order, taking into consideration the importance of program objective, the quantity of necessary resources for its achievement and its effectiveness per unit of productivity indicator. The evaluation of each social program can be carried out in comparison with others, including the ones in different regions of the country, which will allow to identify specific problems of every region that influence the effectiveness of social activities financing.
