This paper has as its departure point the provocative question: Is communication management in the “Cloud” as viable as climate management? It goes on to investigate relations between cloud computing, cloud culture and the move away from control-driven approaches and the communication policy implications that brings. Some conceptual as well as practical implications of the emerging cloud culture for communication management are proposed. The main focus are aspects of the complex, ambiguous interactions in an environment where unexpected consequences are much more prevalent and the scope for negative feedback is much broader than at any time in the history of communication.
