Mechanisms of Innovation Development on the Base of Higher Education Institutions

The problem of innovation development on the basis of higher education institutions is urgent both for Russia and for other countries, in light of modern concepts of national innovation systems, such as the “triple helix” model by Henri Etzkowitz which is used as theoretical basis for the analysis of innovation development mechanisms presented in this paper. The key factor in effective innovation development is the interaction of government, business and higher education institutions, where the latter prevail. For this reason, government and non-government mechanisms of innovation development are analyzed in the article on the basis of higher education institutions. The experience in this field of such countries as the USA, the United Kingdom, Germany, Austria, Singapore, Brazil, Australia, India is interesting. As for Russia, the main problem is the lack of interaction between the two key elements of the “triple helix” model: the business and the higher education institutions, which can be observed from the decrease in the main innovation activity indicators of the country. The article shows which foreign mechanisms can be applied in Russia to recover this interaction and increase the efficiency of innovation development on the basis of higher education institutions.
