Institutionalization of Corruption: Parallels in History

The author presents an analysis of the process of institutionalization of corruption and anti-corruption efforts at various historical stages of formation of Russian statehood, which may prove useful in the development of modern anti-corruption police. The article discusses the reasons for corruption, examines its historical forms, analyses the anti-corruption measures at various stages of state-legal development of Russia. Approaches to fighting corruption remain relatively unchanged throughout history, and are not effective enough. The basis of modern anti-corruption policy should be well thought-out ideology, which allows forming a new generation of citizens and administrators with sustained anti-corruption mindset.
