Regional Business Development Level Assessment Method

The analysis of economic indicators of development of small and medium business showed that the existing system of supervision and monitoring of business activity doesn’t allow a complex assessment of its development at regional level. The article proposes a method for complex assessment of business development level, differing by two-leveled rating assessment (region / municipality), allowing to define current position and the direction of small and medium business development in the region.
Existing approaches to the small and medium business development assessment in municipalities are analyzed and conclusions on quality of initial information base and features of assessment system are drawn. The author presents an algorithm of evaluation stages, criteria variables, procedure of their normalization, settlement formulas. Summary complex indexes are determined in dynamics by eleven criteria on each of thirty five districts (cities) of the specific subject of Federation, the rating of municipalities on small and medium business development level is made and the direction of a vector of business development of the region is shown.
The technique can be applied to small and medium business development general dynamic trend definition, carrying out a comparative analysis between regions and also for monitoring, analysis and adoption of administrative decisions with a view of efficiency increasing and improvement of system of the state and municipal support of business.
