The article considers some issues related to optimizing the use of economic tools of municipal land management in post-reform period. The article highlights some of the problems relating to the use of target zoning, land tax and regional subsidies. The authors also analyze the national and international experience at the municipal level in order to develop the mechanisms for the improvement of land management in Russia.
