Problems of Identification and Estimation of Policy Networks

The problem of network identification is one of the most important in modern public management. Network mapping allows estimating the power distribution in the specific political domains, identifying key stakeholders influencing the policy-making, describing models of interactions between actors, giving an opinion of the policy process and providing the management action on them if it is needed. The author describes the main notions of network analysis, methods of identification and estimation.
