To Be Or Not to Be an Efficient Manager: That is the Question!

The article is a result of a series of discussions between its authors based on principles of equivalent exchange of professional opinions, primarily in order to solve urgent problems and important department tasks — providing disciplines (modules) with working (detail) programs at School of Public Administration at the Lomonosov Moscow State University in general and development of the working program on discipline (module) “Introduction to special subject” on the training direction 081100 “Public and Municipal Administration” in particular.
The main goal of the course is to make a student an effective manager. The article defines the tasks of the proposed module and describes different types of efficient management competencies and perceived graduates’ integrated competencies.
