Legal Support of Public-private Partnership in Urban Infrastructure

The article presents a conceptual approach to the problem of legal support of public-private partnership (PPP) in communal services urban infrastructure. The relevance of this study is due to the further implementation of the privatization programs of state and municipal property, by the government of the Russian Federation.
The author examines the definition of public-private partnership as a subjects of federal legislation, as well as its concrete form — a public-private partnership in communal services. The author presents a historical and legal retrospective of this socio-economic phenomenon and its practical implementation embodiment and analyzes the modification of the federal law “On Concession Agreements” of July 2, 2010.
The author employs historical and comparative methods in evaluation of the development and perspectives of PPP in urban infrastructure. The author considers modern PPP a new stage in the cyclical development of economics and law.
