The District Section: A Possible Way of Local Self-governance Optimization in the Russian Federation

The author connects the notion of territorial basics of local self-governance in Russia to the idea that political potential and political efficiency of local authorities depend on the location of its centers. The author deems the concept of configuration and functional co-dependence of municipal administrative bodies, derived from the existing models, unreasonable and proposes the ways of correcting to answer the challenges modern public administration faces.
