Special attention is given to key messages of the leadership of Russia to the countries of the region, the practice of public diplomacy, competitive advantages and possible risks of strategic communication and its interpretation by political circles and the analytical centers of the USA. The author comes to a conclusion about the growing variety of forms and methods of the strategic communication, prevailing inadequacy of the attitudes of the United States to the rising presence of Russia in Latin America and dangerous display of this inadequacy in the strategic communication of that country.
