In Russia the way of innovative development of economy is proclaimed. In many legislative and statutory acts there are references to innovative activity and innovative relations, in scientific and business environments the concept of venture capital is actively used. The concept, however, still lacks a clear definition — in is still unclear what kind of activity can be considered innovative and what kind of relations develops in the course of formation and investment of the venture capital. For a coordination of actions of all the participants of innovative processes it is necessary to introduce accurate definitions of functions and conditions of formation, attraction, accumulation and investment of the venture capital, as well as create favorable conditions for its functioning and stimulate the development of innovative activity.
