Modern Approaches in Defining and Managing the Educational Systems

The article describes the main approaches to the definition of the "educational system", analyzes the evolution of understanding of the term in Russia in the late XX – early XXI century, as well as the features of educational systems models in foreign countries. The article shows some convergence of Western and Russian approaches to the definition of "educational system" and the shift from a narrow understanding of the educational system as a set of institutions to a broader concept, comprising teachers, students and their parents. The rationality of a broad approach is supported by the survey of students. The article reveals the main trends in higher education related to its growth, the internationalization of labor market and educational services market, etc., leading to a change in forms of state regulation.
