The Development Preconditions and Operating Mechanisms of Modern Financial Technologies of Public Transportation Fees

The public transportation system is a socially significant and economically necessary infrastructure which allows uninterrupted functioning of various economic systems. In the Post-Soviet period the passenger traffic of all kinds of public transportation has considerably decreased, but at the same time the demand for public transportation as the most economic for the user has grown in recent years. To increase the appeal of the public transportation, it must develop technologically, including the financial technologies of public transportation fees. The Russian payment system «The Golden Crown», with its dynamic growth and qualitative development, could organize the local payment systems in transportation and other social services. Social card projects allow to solve the majority of social sphere fees problems by allowing the access to information and feedback services to the authorities, service providers, banks, and the population in general. Subjects entering the financial relations with each other within the limits of the payment system, create the uniform payment mechanism and receive a private economic benefit. The financial technologies card payment projects is considered in two aspects: by the functional roles of participants (organizational participants, technological intermediaries, manufacturers of transport services, financial intermediaries, guarantee participants, consumers of transport services), and by the stages of payment process. The author defines four stages (issue of tickets, their sale and replenishment, use of the ticket and transportation, carrying out of definitive monetary calculations) consecutively changing the payment instrument functions, currency, value measure. This approach researching the payment system in public transportation allows the author to prove complex social effect in social, organizational, communicative, technical, infrastructural, economic directions.
