The Basic Problems of Political of the Russian Empire according to the Employees of Police Department and Special Gendarmerie Corps in the early XX century

The purpose of this article is to analyze the basic problems in the system of political police in the Russian empire in the beginning of the twentieth century. Based on a considerable amount of documents the author explores the points of views of the employees of Police Department, Special Gendarmerie Corps and Secret Political Police Departments. The author uses legislative acts, documents and memories as sources. Documents include different regulations, circulars of Police Department, instructions, and reports of gendarmes.
