The Legal Status of the Mayor of Moscow and the Procedure for his Election According to the City Regulations of 1892

This article analyzes the legal status and the procedure for electing the mayor according to the Regulations of 1892. The author examines the whole process of mayoral elections, from the candidates nomination up to the final approval of a new mayor. The author also describes the authority, the responsibilities and the status of the Mayor. The author uses the 1897 election of Prince V. Golitsyn as an example.
