One of the key issues of development of housing and communal services is inefficient management in this area and insufficient transparency of management companies. Budgeting as a universal management technique can help solve the problem of modernizing the services. The author presents a model of a social-oriented system of municipal housing and communal services management. The model deals mostly the management companies; it allows the subjects of financial relations within the system to solve a wide range of issues and improve the efficiency of housing and communal services management.
