A Contemporary on Economic Behavior of Subjects of Public Entrepreneurship

Dynamic changes in modern economy, the implementation of new public management principles, increasing competition of private sector enterprises resulted in a situation where governments are increasingly looked upon not only for policy making, but also for the promotion of continued economic development by way of fostering growth, innovation, and entrepreneurial activity. The article examines the essence of economic behavior of subjects of public entrepreneurship, contemporary interpretations of entrepreneurial functions of state-owned enterprises and the specificity of strategic entrepreneurship in a public sector context. A model of strategic entrepreneurship is developed through an analysis of New Zealand SOEs activities.
