This article is continuation of author’s research of the soviet timber industry management history. The authors pay specific to a contradictory period of the late 1930-s and early 1940-s, when USSR became a country with directive and repressive economic management system. During the pre-war preparations and the intensification of Five Year Plans implementation, high output of the timber industry became one of the most important strategic problem of the State. Various resources were used in solving this problem: labor force from other regions of USSR, collective farmers and prisoners of GULAG. In this period, the formation of rigid labor discipline of Soviet timber enterprises was completed.
