In the author’s opinion the members of the high command staff aspired to restore the military order and subordination, limit the authority of the Soviet and soldier committees and disband the least reliable regiments after the appointment of General Kornilov as the Supreme Commander-in-Chief. Implementation of these ideas was impossible because of the demoralization of the army and its low fighting ability.
