Institutional Forms of State and Business Cooperation in Russian Political System

The article analyses the role of institutional forms of interaction between business and the state in the political system of Russian Federation. The author admits that business associations in the developing market economy can become exclusive “developing institution”, creating positive general economic effects. Analysis of evolution of institutional forms of interaction between state and business in Russian Federation demonstrates that the state is not prepared to grant business associations the status of agents of modernization, despite initial course of institutionalization. Institutional model of the state and business relationship with integrated centralized role of associations and unions has its own merits and flaws. Central position of associations in business-state relations may lead to forced unionization. However direct communication of political and economic elites, free from institutional limitations, creates the danger of “merging”. A system of double-sector links with the state allows to avoid this distinctive “trap”.
