Zemstvo Election Campaigns and Administrative Supervision in Late XIX - Early XX Century (on the Example of the Moscow Region)

The article is devoted to the zemstvo election campaigns of the late XIX – early XX century in the Moscow region. The author examines the attempts by voters to protest the election results and the activities of the governor in overseeing the application of norms of electoral law. The author pays specific attention to the decisions of Provincial Presence (Prisutstvie) on zemstvo and city affairs. It is concluded that this new structure of administrative supervision performed its tasks quite successfully, ensuring the legality of the election.
