The article analyzes the problems of the organization and conduction of a referendum in the USSR on March, 17th, 1991. Based on a vast amount of documents the author establishes reasons for conducting the referendum, considers the preparation and the referendum organization by the Soviet leadership, evaluates its results and analyzes the Novo-Ogarevo process, which began soon after the referendum. The work has been compiled from original sources such as laws and decisions of the Supreme Soviet and Congresses of People΄s deputies of the USSR, materials of Central Commission of the referendum of the USSR.
